City of Medicine Hat Community Environmental Incentives

 

HAT Smart is a City of Medicine Hat program to educate and assist residents and utility customers in learning about initiatives that can help improve the environment and stretch their energy dollars.

HAT Smart promotes a wide variety of services and programs, which help residents save on resources like water, gas and electric, as well as recycling efforts to reduce solid waste (garbage).

Albertans will receive $1.50/GJ rebate
Edmonton... Albertans will save approximately $27 on their November gas bill, thanks to the Natural Gas Rebate program.

Rebates are triggered when two of the three regulated natural gas companies charge regulated rates above $5.50/GJ. Most residential consumers will have the rebate applied directly to their monthly gas bill. Large scale commercial or industrial consumers, select agricultural producers, and those who heat their homes with other fuels need to apply for rebates.

 

Built Green Municipal Incentives in Alberta and British Columbia offer a building permit fee rebate for homebuilders who achieve R-2000 or Built GreenTM certification. Upon meeting all permit and inspection requirements, rebates will be issued to the building permit applicant, calculated on a percentage of the base building permit fee. There are four categories of eligibility:

  • The City of Lethbridge is offering homebuyers in the SunRidge development rebates for houses that meet environmental performance targetsThis link opens a new window.. For houses that meet the “gold” standard for environmental achievement, homeowners will receive a rebate of $3,500. For houses that meet the “silver” standard for environmental achievement, homeowners will receive a rebate of $2,500. Environmental standards are based on the EnerGuide rating for houses, which takes into consideration energy efficiency and energy consumption in the home.
     

 

The Natural Gas Rebate Program runs from October to March for most consumers. This is the timeframe when Alberta residences use about 80 per cent of the total natural gas consumed for the year. Rebate amounts increase as the price of natural gas rises, with the maximum cost of natural gas to most Alberta consumers capped at $8.75/GJ. 

Since 2003, the Natural Gas Rebate Program has provided over $1.8 billion in assistance to Alberta consumers.

Homes and businesses using either the regulated rate or a competitive contract rate receive rebates under the program. The rebates are provided to Albertans using natural gas, propane, kerosene, heating oil, and in certain special circumstances, electricity.

Province gives Albertans a green choice in managing electricity needs Micro-generation regulation promotes renewable and alternative energy
Edmonton... Albertans now have even more options to manage their electricity needs thanks to the province’s new micro-generation regulation.

This innovative policy was implemented this week and will allow Albertans to generate their own environmentally friendly electricity and receive credit for any power they don’t use and send into the electricity grid.


“Alberta’s electricity market encourages efficiency, innovation and consumer choice. This new policy will support efforts by consumers to participate in the development of renewable and alternative energy,” said Energy Minister Mel Knight. “Albertans are looking for more choices with respect to the source of their electricity, and the province’s new micro-generation regulation will provide that.”


Advancements in small generation technologies give consumers practical options to generate their own environmentally friendly electricity. These options include generation from solar panels, small-scale hydro, wind, biomass, micro-cogeneration and fuel cells.


Alberta has significantly increased its electricity generation from renewable resources by more than 77 per cent since 1998. At over 1,600 megawatts, renewable energy now accounts for 13 per cent of Alberta’s total generating capacity. This includes more than 500 megawatts of wind-generated electricity - the highest amount per capita of any province in Canada.


Encouraging the development of renewable energy supports Premier Ed Stelmach’s plan to secure Alberta’s future by building communities, greening our growth and creating opportunity.

Additional information on Alberta’s micro-generation regulation
What is micro-generation?

In Alberta, micro-generation is defined as being one megawatt or less, connected to the distribution system, with the generator intended to meet all or a portion of the customer’s electricity needs. Customers who generate their own electricity will be credited for any excess energy sent into the distribution network.


There are two categories of micro-generation: less than 150 kilowatts (small) and greater than 150 kilowatts, but less than one megawatt (large.)  Connection services for small micro-generators are expected to be available no later than January 1, 2009.
Micro-generation units must use electricity generated by a renewable, environmentally friendly fuel source such as solar panels, small-scale hydro, wind, biomass, micro-cogeneration and fuel cells.


How was the regulation developed, and how will it be regulated?


The province consulted extensively with a broad cross section of stakeholders for two years in developing the new policy. The regulation takes into account issues and comments brought forward by consumers, industry, retailers, utilities, the provincial regulator, the Alberta Electric System Operator and the Utilities Consumer Advocate.


The Alberta Utilities Commission will oversee the implementation of this regulation and will develop processes to simplify approvals and interconnection agreements with customers and service providers.

2008 begins with natural gas rebate for Albertans
Rebate of $1.50/GJ triggered for January
Edmonton... Albertans will start the year with a $1.50 per gigajoule (GJ) rebate, saving the average Alberta household approximately $35 on their January natural gas bill. January marks the second consecutive month that Albertans have received a natural gas rebate through the Natural Gas Rebate Program.

The BC Government offers a Provincial Sales Tax Exemption from February 21, 2007 to March 31, 2009, pre-manufactured ENERGY STAR qualified windows, skylights, doors, side lights and transoms are exempt from provincial sales tax. BC Hydro is in the process of developing a Standard Offer Program which would see clean energy electricity projects up to 10 megawatts obtain a standard rate or payment for generated power. Manitoba

Solar Water Heating Program

Manitoba has an abundance of solar energy. One per cent of this energy would be equal to almost 200 times the annual output of all the hydroelectric dams in our province.

Solar power can be harnessed and used in solar water heating systems. These systems use heat from sunlight to pre-heat water that enters your water tank. Your water heater will then need less energy to reach the desired temperature for all your household hot water needs.

Solar water heating systems can operate year round and typically raise water temperatures by 4.5–10 C, which means you could see savings of up to $175 a year on your energy bill.

Manitoba Hydro has partnered with Natural Resources Canada to offer a $1,200 rebate to homeowners who purchase and install a solar water heating system. An additional $500 rebate may be available if you participate in our ecoENERGY In-Home Energy Evaluation program.

The provincial government is offering subsidies of up to $35,000 to homeowners who want to add a secondary suite — often referred to as a “granny suite” — to their home.

Housing Minister Kerri Irvin-Ross announced a program Tuesday that will offer a total of $1.4 million in subsidies to encourage people to build a new, self-sufficient suite within or attached to their house or in their yard. The program does not apply to upgrades to existing suites because it is meant to increase the current housing stock.

“We know that we have a low vacancy rate,” Irvin-Ross said. “The idea is to make sure there are affordable housing options for individuals.”

Homeowners who apply for the program will have the option of either renting out the new suites or allowing people such as relatives to live in them for free, Irvin-Ross said. Those who do rent them out must ensure they qualify as “affordable housing” by keeping the rent below a threshold known as the median market rent, which the government tracks for different areas.

Irvin-Ross said there will be expectations beyond that, including requirements the new suite must comply with zoning and building code regulations and have all the necessary permits. There will be follow-up inspections and those who break the terms of the agreement will have to pay back all or part of the money.

The program offers a forgivable loan worth 50% of the value of the work, up to $35,000 (for a $70,000 reno).

Jino Distasio, director of the University of Winnipeg’s Institute of Urban Studies, praised the program as an “innovative” way of addressing a low vacancy rate, increasing density in established neighbourhoods, and getting landlords to comply with building regulations.

There are many existing secondary suites in Winnipeg that have been illegally built, Distasio said.

GOVERNMENT ANNOUNCES PROVINCEWIDE GEOTHERMAL PROGRAM

Program Designed to Reduce Greenhouse Gas Emissions, Help Consumers Control Energy Costs: Rondeau
 
A new provincewide geothermal program designed to reduce greenhouse gases and help Manitobans cope with rising energy costs was announced today by Science, Technology, Energy and Mines Minister Jim Rondeau.

“We believe this program will help Manitobans make the choice to use this proven technology to reduce their energy bills while helping us reach our Kyoto target,” Rondeau said.

The program, designed to expand on an industry that has already seen 6,000 Manitobans convert to geothermal heating and cooling systems, contains the following components:
  • For geothermal installations in new homes, Manitobans can receive up to $ 3,000 in incentives including a refundable Green Energy Equipment Tax Credit worth about $2,000 and a $1,000 grant.

     
  • For conversions in existing homes, Manitobans can also receive a refundable Green Energy Tax Credit worth about $2,100. When included with existing federal grants, existing homeowners can receive up to $5,600 in incentives.

     
  • Commercial building owners are eligible to receive up to 10 per cent of the value of their installed systems.

     
  • Building owners who install district geothermal service systems are eligible to up to $150,000.
The Manitoba government will also provide financial assistance to the industry to expand their drilling capacity.

“As a Canadian leader in geothermal installations, Manitoba is well-positioned to launch a provincewide market-assisted approach,” said Rondeau. “These incentives will help reduce upfront costs with this technology while complementing existing financial support available from the federal government and/or Manitoba Hydro.”

As an example, Rondeau noted that a homeowner who installs a $22,000 high-efficiency geothermal system into their existing home and receives a $5,600 incentive and a 4.9 per cent loan from Manitoba Hydro could see the investment returned in just seven years.

The Climate Change and Emissions Reductions Act was passed earlier this year and is supported by Beyond Kyoto which includes 60 actions such as clean-energy expansion including energy-efficiency initiatives and the further development of hydro, wind and geothermal technologies.

The Manitoba Geothermal Energy Alliance will work with Manitobans in assessing geothermal options for their specific needs, providing accredited installers and accessing various provincial, federal and Manitoba Hydro incentives. For more information, visit

$2000 rebate

The Manitoba Hybrid Electric Vehicle Rebate program is a part of Manitoba’s vision to create a healthier environment for all of us. If you’re planning to buy a new car, you have an opportunity to contribute to a healthier environment by making the greener choice. By purchasing a hybrid electric vehicle, you will help to reduce greenhouse gas emissions that contribute to climate change. The $2,000 rebate makes the purchase more affordable – plus, you will benefi t from lower fuel costs for the life of the vehicle.

Who can apply? Manitoba residents who purchase and register their hybrid vehicle in Manitoba are eligible for the $2,000 rebate.

How do I apply for this rebate? You complete a simple, one-step application at the same time that you register your vehicle. Simply tell your MPI broker that you’ve purchased a new hybrid vehicle in Manitoba, and the broker will help you complete and submit your application.

How long do I have to apply for this rebate? Applications must be fi led within two years from the lease or purchase date of your vehicle.

When did the program start and how long will it run? The program offi cially began on November 15, 2006 and will run until November 15, 2008.

I bought my vehicle before November 15, 2006. Am I eligible to receive a rebate? Only hybrid vehicles that are purchased or leased (minimum 2 year lease) between November 15, 2006 and November 15, 2008 will be eligible.

Are all hybrid electric vehicle models eligible for the Manitoba rebate, or just a select few? All hybrid electric passenger cars and light trucks are eligible under this program. The current list of hybrids is reviewed regularly and new vehicles added when they enter the marketplace. Do used hybrid vehicles qualify? No. This program applies only to NEW hybrid vehicles.

Am I eligible for a rebate if I purchase a hybrid vehicle outside Manitoba, but register it in Manitoba? No. Vehicles purchased outside Manitoba are not eligible for this program.

Can I receive a rebate for vehicles used in my business? Yes, vehicles used for business purposes, including corporate fl eet vehicles, are eligible.

Can I benefit from both the Manitoba rebate and the federal rebate? You may be eligible to receive a federal rebate in addition to Manitoba’s rebate. The organization awarded the province an A rating for the second year in a row, citing Manitoba Hydro’s leadership in promoting and supporting energy as an important factor in Manitoba’s top rating.

Power Smart

The Manitoba Hydro Power Smart program is widely recognized as offering effective, user-friendly tools for homeowners, businesses and industry to boost energy efficiency and save significantly on energy costs.

 

For homeowners, programs provide a broad array of educational materials, ranging from how to retrofit a home to energy efficient products and practices, as well as financial assistance to customers making home efficiency improvements. The Power Smart on-bill financing program recently topped $100 million.

Business customers are provided with technical advice and guidance, as well as financial assistance on select technologies that are proportional to the amount of energy saved.

In 2003-04, Power Smart Industrial programs saved 214.5 GW.h in electricity savings-to-date and reduced electricity demand by 58.4 MW.

Green Buildings

Green buildings are the beacons of revitalization in Winnipeg, with the new downtown Manitoba Hydro building poised to be among the most efficient structures in the world. We're at the forefront of “green” construction, with award winning buildings like Red River College's downtown campus and the leading edge Mountain Equipment Co-op bringing excitement to downtown Winnipeg. The University of Winnipeg will also soon be home to the upcoming Richardson College for the Environment.

All new buildings receiving public funds are required to meet internationally-recognized LEED (Leadership in Energy and Efficiency Design) Green Building Rating System ™ silver standard or better, and new energy requirements for commercial buildings are scheduled to follow.

Centennial Project

The recently launched Centennial Project will see low-income homes in a Winnipeg inner-city neighbourhood retrofitted with energy and water-saving devices and materials. These include attic and basement insulation, setback thermostats, pipe wrapping, low-flow shower heads, high-efficiency toilets and compact fluorescent light bulbs.

The project is a creative approach to delivering Power Smart programs to the usually under-represented areas of rental and low-income housing. The initiative is expected to deliver $30,000 in energy savings. Water consumption is projected to be cut by 10 million litres annually, resulting in $25,000 in water bill reductions.

Island Lake First Nations Energy Efficiency and Housing Retrofit

Manitoba is committed to working with the province’s 62 First Nations to address the critical issues and opportunities related to energy consumption and climate change. A pilot project with the Island Lake First Nations communities on the east side of Lake Winnipeg will launch an energy efficiency and housing retrofit program. The project will serve as a template for future programs with other First Nation communities.

The program is designed to substantially reduce energy use while lowering bills for participating households. Oil and propane use will also be cut, reducing carbon dioxide emissions as well as saving the fuel that would be consumed to truck these commodities to the community.

In addition to saving energy, the retrofitting program will provide new jobs and increase skills within the community, thereby helping to foster economic development and offering First Nations new opportunities to benefit from a Manitoba industry that generated $50 million during the past three years.

Green Manufacturing Tax Credits

The Manufacturing Investment Tax Credit has a green component. Energy conservation equipment is included as an eligible asset for the credit, conditional on energy conserved or renewable energy harnessed being used internally by the manufacturing corporation. In 2006, there was a reclassification for capital cost allowance purposes of some energy conservation equipment. This initiative will be followed up by a 10 per cent Green Energy Manufacturing Tax Credit to encourage new and expanded manufacturing and use of machinery and equipment to produce renewable energy.

Thinking of ways to make your home more energy efficient? Here's what you can do to reduce your energy consumption and receive grants through ecoENERGY Retrofit.

Natural Resources Canada (NRCan) is offering a new residential energy efficiency assessment service to owners of single family homes, including detached, semi-detached and low-rise multi-unit residential buildings (MURBs) that are no more than three storeys high. Under the ecoENERGY Retrofit programThis link opens a new window., property owners can qualify for federal grants by improving the energy efficiency of their homes and reducing their home's impact on the environment.

NRCan-certified energy advisors conduct a detailed on-site assessment of your home's energy use from the attic down to the basement. They then provide you with a personalized report, including a checklist of recommended retrofits to improve the energy efficiency of your home or MURB and, in some cases, to reduce water consumption. The report also shows the grant amounts for each eligible upgrade that you can receive by carrying out these energy-saving improvements.

On the following pages, you will find a list of improvements covered under ecoENERGY Retrofit - Homes and the corresponding grant amounts. The maximum grant you can receive for a home or MURB is $5,000.

The grant is calculated and based on amounts that are in effect at the time of the post-retrofit evaluation (E evaluation).

New Brunswick

    New Brunswick Solar Incentives

    The province of New Brunswick does not offer direct solar energy incentives however they have initiated financial incentives in conjunction with the Federal ecoENERGY Retrofit program which can lead to the installation of a solar hot water heating systems upon recommendation by your ecoENERGY auditor.

    Existing Homes Energy Efficiency Upgrades Program

    The program is designed to provide New Brunswick owners of single-family homes with financial assistance to make their houses more energy-efficient in order to conserve energy. This program works in partnership with the Federal ecoENERGY Retrofit Program which will provide a $500 rebate after installing a certified solar hot water heating system.

    Some of the incentives which this program provides include;

    To provide more options when it comes to renewable energy, Nova Scotia Power has launched a new program called “Net Metering”. Residential and commercial customers are now able to connect small renewable energy generating units (100 kilowatts or less) to Nova Scotia Power's electrical grid.

    The program provides Nova Scotians with a risk free way of meeting their own energy needs from renewable sources while still having the security of being able to draw from the provincial power grid when needed.

    How does the residential energy assessment service work?

    3. a printed report that shows where your energy dollars are being spent and what you can do to improve your home's energy efficiency
    4. an energy efficiency rating label that shows you how energy efficient your home is compared with others in your region

    Proof of upgrades

    After you have completed your energy upgrades, our experts will provide you with a second (post-retrofit) evaluation and a new energy efficiency rating label that indicates your home's improved energy use.

    Grants toward your retrofit expenses

    Only homes that have had pre- and post-retrofit evaluations from an NRCan-licensed energy advisor are eligible for grants. The grant amount is based on each of the recommended retrofits you have completed and the relative impact the retrofits have on the energy efficiency of your home. For instance, replacing your gas furnace with an ENERGY STAR® qualified furnace will achieve a high level of energy savings and will therefore have a bigger grant value. Your energy advisor can suggest the retrofits that are your best options.

    Taking action to alleviate climate change

    The use of energy from fossil fuels is a major cause of greenhouse gas emissions that contribute to climate change. Canadians are being encouraged to use less energy. Make your contribution to help protect our environment by using the residential energy assessment service.

    Who is eligible for grants?

    Here are the main criteria:

    • You can apply for a grant for a property that you own and live in or rent out. This includes detached, semi-detached and row houses and low-rise residential buildings of three storeys or less (with a footprint of less than 600 square metres), as well as mobile homes on a permanent foundation.
    • Grants are available for work done within a specific time frame, so it is important to talk to your local service organization about the eligibility of your house as soon as you are ready to plan and undertake your energy efficiency retrofits. You have 18 months from the date of your pre-retrofit evaluation to complete the work and qualify for a grant.
    • Only homes that have undergone a pre- and post-retrofit residential energy assessment service by an NRCan-licensed advisor will be eligible. You will be able to apply only once per property.
    • Homeowners must carry out specific improvements in order to qualify for a grant. NRCan-licensed energy advisors will be able to tell you which retrofits have the greatest impact on your home's efficiency. The greater the improvement, the more the grant will be.

    It is you - the property owner - who decides what retrofits recommended by your energy advisor you wish to undertake. You are responsible for choosing a contractor and for ensuring that the work is performed properly. It is important that you get a detailed written contract between you and your contractor in order to prevent problems later on. The residential energy assessment service does not assess the quality of the work performed - it evaluates only the retrofit's impact on the energy efficiency of your home.

    How do you apply for a grant?

    It's easy. Your energy advisor will apply for the grant on your behalf after you have completed the energy efficiency retrofits and your home has been re-assessed. Your advisor will prepare the paperwork for you to sign and will be able to tell you exactly how much you can expect to receive. Your energy advisor will then forward your application to NRCan.

    A table of retrofits has been established to show the maximum payment for the completion of each recommended upgrade. The grant amount has been determined by the relative effectiveness of that particular upgrade in reducing energy or water use, and not directly on the cost of the upgrade, which will vary depending on location, local pricing and labour costs, size of house, etc. Note: Refer to Retrofit Your Home and Qualify for a Grant! for grant amounts related to retrofits.

    A grant application must be submitted to NRCan no later than 18 months after the date of the pre-retrofit evaluation. You can expect to receive your cheque within 90 days of your follow-up evaluation.

    This is a type of Feed in Tariff program which pays solar energy producers a rate of 42 cents/kilowatt hour for grid tied solar power over a contract life of 20 years for projects under 10 megawatts.

    Net Metering Program

    Electricity consumers in Ontario who produce some of their own power may take advantage of “net metering”, an initiative of the Ministry of Energy. Net metering allows you to send electricity you generate from renewable sources to the distribution system for a credit toward your energy costs. In essence, it’s a “trade” of electricity you supply against electricity you consume.

    Home Energy Retrofit Program

    To help homeowners save energy, save money and help reduce greenhouse gas emissions, the Ontario government has created the Ontario Home Energy Retrofit Program. More than $1300 in available Federal and Provincial incentives is available for the installation of a solar domestic hot water system.

    Industrial/Commercial/Institutional Solar Thermal Heat

    The Ontario government is making $14.4 million available over four years to encourage the industrial/commercial/institutional sector to convert to solar thermal heating. This initiative is piggy backing on the Federal ecoENERGY Renewable Heat Program. The Federal program allows businesses, industries, schools, universities, municipalities and hospitals to receive 25% of the cost of the installation of a solar thermal heating system to a maximum of $80,000. The Ontario Provincial government will match the Federal offer and contribute an additional 25% leading industrial/commercial/institutional solar projects to receive a 50% rebate on the initial upfront development costs.

    Ontario PST rebate on renewable installations

    The Ontario government is extending the retail sales tax rebate on qualifying renewable equipment to January 1, 2010 to encourage the use of solar and other renewable technologies. The program provides a full rebate on the PST paid for renewable equipment used for the installation of a solar, wind, micro hydro-electric or geothermal system, or enhancement to an existing system. Only residential households or residential builders are eligible for this rebate.

    Pilot Financing for Residential Renewable Energy

    Residents in parts of Peel and York Regions are eligible for zero interest loans for the installation of alternative and renewable energy technologies in their homes, under a pilot program called PowerHouse funded by the Government of Ontario and operated by Hydro One and Enersource. Residents of Mississauga, Brampton, Caledon and parts of York Region are eligible. It is expected that both PV and solar thermal projects will be eligible under this program.

    Prince Edward Island Solar Incentives

    Renewable Heat Loan Program

    Available to all homeowners, this program provides loans to assist in the installation of renewable energy equipment in Island homes. Eligible systems include solar air and solar domestic hot water systems. The Renewable Energy Loan Program provides loans up to $5,000 at an interest rate of six per cent – the money is paid back at a rate of $90 per month regardless of the loan balance.

    Sales Tax Exemption

    There is a Provincial Sales Tax (PST) exemption on small-scale renewable energy equipment. Items which are exempt from provincial sales tax include solar thermal and solar photovoltaic systems.

    Net Metering

    Newly established Net-Metering System Regulations make it more steam lined for Island homeowners, small businesses or farmers who have an interest in generating their own electricity to install small-scale generating systems ( 100 kilowatts or less).

    Minimum Purchase Price Regulations

    The Minimum Purchase Price Regulations establish the price which utilities must pay for power produced by large-scale renewable energy generators – that is those capable of producing more than 100 kilowatts of energy. The rate has been set at 7.75 cents per kilowatt hour with 5.75 cents of that as a fixed rate and 2.0 cents as a variable rate.

    Saskatchewan EnerGuide for Houses Retrofit Grant Program

    The Government of Saskatchewan has extended and enhanced the Saskatchewan EnerGuide for Houses retrofit grant program until March 31, 2011. Individuals who qualify under this new program also qualify for the ecoENERGY Retrofit Initiative introduced by the Federal government on April 1, 2007. This allows existing homes which install a solar domestic hot water heating system to receive a combined $1,500 from the Saskatchewan government as well as the Federal ecoEnergy program.

    Solar Heating Initiative for Today (SHIFT)

    The SHIFT program provides funding for new solar water heating systems to large, non-residential consumers of hot water in Saskatchewan. The program is available for businesses, industries, multiple-unit residential buildings over three stories, public institutions such as hospitals and schools, and municipal and provincial facilities. The SHIFT incentive matches the ecoENERGY for Renewable Heat incentive level combining to provide up to 50 % of eligible project costs.

    Net Metering Program and 25% Rebate on Start Up Solar Projects

    Net metering allows individuals who use their own renewable energy sources to offset their consumption from SaskPower. Net metering is one program in a suite of sustainable and renewable energy initiatives that is designed to ensure that the province is supplied with safe, reliable and sustainable electricity now, and into the future.

    The Saskatchewan Research Council (SRC), with funding from Saskatchewan’s Green Strategy, has up to $300,000 per year, for four years, to support net metering installations within the province. SRC will pay a one-time fee of 25% of eligible start-up costs up to a maximum of $100,000 (i.e., maximum $25,000).  Projects with generating capacities of 100kW or less, including solar photovoltaic projects, that comply with the local utility's net metering policies and enter into net metering contracts with their local electric utilities are eligible for funding under this program.

    Northwest Territories Solar Incentives

     

    Energy Efficiency Incentive Program (EEIP)

    This program provides rebates to residents for new energy efficient products purchased through NWT vendors which includes a $500 rebate for the installation of a qualified solar hot water heating system. EEIP also matches grants from Natural Resources Canada’s ecoENERGY Retrofit Program (an additional $500 rebate for installation of a qualified solar hot water heating system), which provides grants based on Home Audits recommendations for homeowners who  make their homes more energy efficient.

    Community Renewable Energy Fund

    The Community Renewable Energy Fund funds promising technologies that require demonstration in the NWT in order to prove they are feasible in the north.  Funding is available to Community and Aboriginal governments, GNWT departments, boards and agencies and non-profit organizations to establish feasibility studies or alternative energy demonstration projects as part of their operations. The objective of this fund is to promote projects that advance the knowledge and effectiveness of new clean energy technologies in northern environments.

    The Small Renewable Energy Fund is available to assist residential homeowners and commercial businesses that want to incorporate commercially available, clean energy technologies into their home or business for the production of electricity. This program provides funding of up to one-third of the cost of qualified alternative energy systems. The maximum amount that will be provided to any recipient will be $5,000 per year. Eligible technologies under this program include solar PV systems.

    Federal Grants & Rebates:

    ecoENERGY for Renewable Heat

    Using the power of the sun to heat buildings and water not only helps businesses lower costs, but it reduces the amount of harmful emissions produced. The ecoENERGY for Renewable Heat program is a four-year, $36 million investment to:

      • Increase the use of renewable thermal energy by industry, commercial businesses and institutions
      • Boost the amount of renewable thermal energy created for these sectors
      • Contribute to cleaner air by helping Canadian businesses use less fossil fuel-based energy for space and water heating in buildings across the country

    The ecoENERGY for Renewable Heat program runs from April 1, 2007 to March 31, 2011. Incentives are offered to the industrial/commercial/institutional sector to install active energy-efficient solar air and/or water heating systems. Eligible projects must be completed and commissioned within six (6) months of the signing of a contribution agreement with NRCan. Preliminary estimates suggest that, by 2011, the program will have supported installations in about 700 buildings.

    In addition, pilot projects conducted with energy utilities, energy service companies and non-governmental organizations will explore ways of making solar water heating systems more accessible to Canadian homeowners. While the program will not be offering incentives directly to homeowners, these large-scale pilot projects are designed to install solar water heating systems into several thousand homes.

    ecoENERGY for Renewable Heat will also help support the growing renewable energy market by:

      • Supporting the development of industry standards and certification processes
      • Promoting the inclusion of new technologies in building codes and provincial and municipal regulations
      • Training system designers, technicians and installers

    Are there financial incentives?
    ecoENERGY for Renewable Heat will offer an incentive to industrial, commercial and institutional purchasers of solar heating systems. The incentive will rebate 25 percent of the purchase, installation and certain other costs of qualifying systems.

    More than 17 percent of the energy consumed in Canada is used to run our homes. Buying an energy-efficient home or making energy-saving renovations can offer big savings. A 10% CMHC mortgage loan insurance premium refund and extended amortization periods of up to 40 years without surcharge may be available when you use CMHC insured financing to purchase an energy-efficient home or make energy-saving renovations.

    Mortgage Loan Insurance

    For most people, the hardest part of buying a home — especially a first home — is saving the necessary down payment. To help, CMHC offers lenders Mortgage Loan Insurance, which allows you to buy a house with little or no down payment. Offered through most financial institutions, this simple solution has enabled millions of Canadians to realize the dream of homeownership.

    CMHC made dreams of homeownership easier to obtain by introducing flexibilities for borrowers to purchase with no downpayment, or allowing qualified home buyers to use additional sources of funds for downpayments such as a loan or lenders' cash back incentives.

    Help the Planet, Help Your Wallet

    CMHC has added environmentally friendly features to the Mortgage Loan Insurance it offers. If you use CMHC insured financing to buy an energy-efficient home, purchase a house and make energy-saving renovations or renovate your existing home to make it more energy-efficient, a 10% refund on the Mortgage Loan Insurance premium may be available. You could also have the added flexibility of a longer amortization (the period of time required to repay your mortgage) from 25 years to a maximum of 40 years, significantly reducing your monthly payments.

    The Government of Canada actively promotes energy conservation and initiatives to reduce greenhouse gas emissions that contribute to climate change.

    How It Works

    Obtaining an energy assessment through an NRCan qualified energy advisor.

    NRCan has developed an energy assessment and labelling system to help homeowners make energy-saving choices when buying a home or renovating. For a fee, a NRCan qualified energy advisor will evaluate the house to determine its energy efficiency rating on a scale of 0 – 100.

    If You're Thinking of Buying or Building a Home

    Step 1: Find out how energy-efficient it is

    If the house you're considering buying is:

      • an energy-efficient R-2000 model;
      • has an energy efficiency rating of 77 (on or after July 27th, 20051) or above;
      • was or will be built under a CMHC-eligible energy-efficient building program; or
      • the building in which the condominium unit you're buying (on or after July 27th, 20051) is 25% more energy efficient, than if constructed to meet the requirements of the Model National Energy Code for Buildings (MNECB), you could be eligible for a 10% mortgage loan insurance premium refund and extended amortization when you use CMHC insured financing to purchase that home or condominium unit.

    The house's energy efficiency rating can be obtained by:

      • having an energy assessment completed by an NRCan qualified energy advisor;
      • obtaining an R-2000 certificate or CMHC declaration from your R-2000 certified builder;
      • obtaining a CMHC declaration from your builder that is a member of a CMHC-eligible energy-efficient building program;
      • or for condominium units, a letter from Natural Resources Canada (NRCan) or the project engineer for condominium units must be obtained.

    If you are planning on building a new home and your builder is not R-2000 certified or a member of a CMHC eligible energy-efficient building program, you should have an energy advisor evaluate the building plans before the house is built. This can help you ensure that you will meet CMHC's requirements once the construction of the home is complete and it is evaluated.

    1 An energy rating of 80 is required for purchases occurring on or after November 18th 2004 and until July 26th 2005.

    Step 2: Boost your energy efficiency

    If the house you plan to buy has an energy rating below 77 (effective July 27th, 2005. A rating of 80 is required for purchases and renovations occurring on or after November 18th, 2004 and until July 26th, 2005), to be eligible for a 10% premium refund, you will need to obtain an energy assessment through a NRCan qualified energy advisor and renovate using part of the CMHC insured funds based on your energy advisor's list of recommendations in order to increase your score by at least 5 points and to at least 40 overall.

    Step 3: Discuss and arrange a CMHC-insured mortgage

    Talk to your lender and ask for a CMHC insured mortgage.

    Step 4: Confirm the improvement

    After you make the renovations recommended by your energy advisor, you will need to have a second assessment done to determine the energy-saving effectiveness of the renovations. To be eligible for the 10% premium refund, the second rating must show that the house has achieved an increase of 5 points to a minimum overall rating of 40.

    If You Own a Home and are Thinking of Renovating

    Step 1: Obtain an energy rating for your home

    If you plan to use CMHC insured financing to make energy-saving renovations, a 10% mortgage loan insurance premium refund may be available.

    Contact an NRCan qualified energy advisor to obtain the current energy rating for your home. You will receive a list of straightforward recommendations to increase your energy rating.

    Step 2: Discuss CMHC insured refinancing

    Talk to your lender or your financial institution about which options are available to you.

    Step 3: Improve your rating

    Using your energy advisor's recommendations, renovate or upgrade to increase your energy rating using CMHC insured funds. You'll be amazed at the difference a more efficient furnace, better insulation or simple draft-proofing can make. Not only will you be reducing greenhouse gas emissions, but you'll also see welcome reductions in your monthly utility expenses.

    Step 4: Confirm the improvement

    Your energy advisor will assess your home again after the energy-saving renovations are finished. If this test shows that the house's energy rating has improved by at least 5 points and has achieved an overall rating of at least 40, the 10% premium refund may be available.

    Canadian Government Hybrid Car Tax Incentives:

    The Conservative government released its annual budget this Mar19th,2007 and made many commitments to fuel efficient cars.

    Among the most popular measures introduced was the tax credit for purchasing fuel efficient cars. A basic $1000 rebate for automobiles getting 6.5 L/100 km or less and larger vans, truck and SUV's getting 8.3 L/100. There is even an additional $1000 tax credit available based on values exceeding those above (a Toyota Prius could get the maximum $2000). E-85 vehicles will also be eligable for the credits. For those of you living in P.E.I. that means nearly $5000 dollars of incentives are available as PEI is one of the few proactive provinces offering it's own tax breaks.

    One of the most surprising measures introduced was the plan to charge levies on inefficient gas guzzlers starting with the 2011 model year. On top of this they plan to start leading by example. The federal government has 26000 automobiles and they are targeting a 15% reduction in green house gas production over 2003 levels.
